Summary: Everyone knows you don't go to the lowest levels.
All the Guards know about it. It's not something anyone ever really talks about, save in whispers, but everyone knows, down to the freshest of shinies: you don't go to the lowest levels of the city.
Of course you go to the lower levels, there's plenty of things happening down there that require the attention of the Guard. A lot of it they overlook--some of it is small petty shadow deals that aren't worth busting, and occasionally it's something too big for even the Guard to tackle. Still, the lower levels keep them busy enough.
But there's a level that everyone knows you don't go past.
It's down in the dim, deep below the glitz and glam of the upper levels. Not everyone can agree on which level it is, exactly--some say it's where the lights, usually dependable and bright (if sparce in many places) start to flicker and fade. Some say you can go a little past that, until you can see lichen creeping up the walls and your steps are muffled by a thick carpet of moss. But everyone agrees that if you start to see... things moving around in the dark, you've gone too far.
There are stories, of course. Whispers. I heard it from my batchmate who learned it from their squad leader who got it from their second in command, that kind of thing.
